Jim leads the Infrastructure and Smart Cities consulting team at ARC, with a focus on the nine vertical applications of a Smart City, and the seven critical technologies that impact them.  Jim has over 30 years experience in this domain with a focus on intelligent transportation systems, smart grid, and smart city applications and technologies.

Jim’s efforts include significant work in applying the systems engineering process (SEP) for envisioning and specifying projects for A&E clients.  These projects have included international shipping ports, multimodal transportation and mobility centers, as well as the world’s longest floating bridge.

Previous to ARC, Jim has led development, sales, and marketing of a number of emerging technology suppliers, including network management software tools for the LonWorks™ networked device ecosystem, as well as dedicated, standardized, demand response SCADA systems for streetlighting networks and their ancillary terminal devices including electric vehicle chargers, ground fault sensors, and support for connected vehicles.

Jim continues to lead a variety of Smart City standards development processes for the US Department of Transportation (USDOT), the National Electrical Manufacturers Association (NEMA), the Institute of Electrical and Electronic Engineers (IEEE), the Illuminating Engineering Society of North America (IESNA), and various other SDOs.
